V.N. Zakharov, Ya.V. Soloviev, L.V. Begunova. Taxes in Russia in the XVIII-early XX century. Part 3: in the first quarter of the XIX century.
This is the third in the cycle of articles on taxes in the Russian Empire. The article examines the development of the Russian tax system in the first quarter of the 19th century and concludes that during this period the government failed to solve the problems that had accumulated by the end of the 18th century. The tax system as a whole remained the same, except for central government bodies, which was affected by changes while principle of estates and serfdom were a stumbling block to the tax reform.

Y.S. Nikiforov. The Crimean (Eastern) War of 1853-1856 in the scientific and public space: material for the school lesson and extracurricular activities.
The article analyzes the historical memory of the Crimean War of 1853-1856, its images in the scientific and public space. An original author’s development for a school history lesson and extracurricular activities is proposed, aimed at developing critical thinking and the formation of patriotism among students.

N.A. Mogilevskiy. «Everyday practical satire»: governors of the late 1850s on the pages of the magazine «Iskra».
The article is devoted to reflecting the activities of the governors of the turn of the 1850-1860s on the pages of the satirical magazine «Iskra». The author, based on the analysis of documents from the archives of the Ministry of Internal Affairs and the III Department, shows that the magazine satire was not just a pure fiction of publicists, but had real grounds.

A.S. Alymov. Participation of NKVD troops in the fight against the armed nationalist underground in the western part of the USSR after its liberation from Nazi occupation.
The topic under study has an actual historical and political significance. The author of the publication proved that after the liberation of the western part of the USSR from the Nazi occupiers, the participation of NKVD troops in the fight against the armed nationalist underground in the western part of the USSR became important for stabilizing the socio-political situation in the Belarusian SSR and the Ukrainian SSR. The Soviet chekists inflicted irreparable losses on armed gangs and the anti-Soviet underground in the region: the main gangs and a significant number of underground nationalist organizations were defeated.

The motivation of students is the foundation of learning at school. Ignoring the motivational component makes learning impossible. The author suggests expanding the teacher’s «portfolio» by another method of stimulating the cognitive activity of students, going beyond the strictly subject-specific framework of training.

T.A. Mishchenko. Formation of cultural competence at the university with digital tools: a mixed or remote model?
The article presents a comparative analysis of the possibilities of distance and mixed educational technologies for the practical formation of cultural competence of humanities students. The author comes to the conclusion of the advantages of a mixed model of education, when it becomes possible to use new technical capabilities within the electronic learning system and combine them with communication, consultations, trips and live discussions to form cultural competence at the university.

A.V. Mazin. The way out of a dead end — how did «white» governments solve the labor question.
The article is devoted to the attempts of the anti-Bolshevik governments to resolve one of the most difficult issues during the Civil War in Russia. Once upon a time, the failures of the Russian government in this area led to a revolution, and the «white» leaders sought not to repeat the mistakes of the tsarist ministers.

A.V. Cherepanov. Red Army during the 1923-1927 period of party discussions.
The article examines the influence of party discussions 1923-1927 on the appearance of the Red Army. The ideological and political aspect of the development of the Soviet armed forces is taken into account. The reorganization of the military apparatus by the Soviet government after the end of the Civil War was one of the most important measures related to the strengthening of the USSR’s defense capability. During the reform of the Red Army, the views of a number of high-ranking party figures collided, which led to a variety of ways to develop the Soviet military school.
